How do you make an image file bigger?
Two honest ways. Save it at a higher quality, so the JPEG keeps more of what the camera recorded. Or give it more pixels, so there is more picture to store.
The tool tries quality first, because it keeps your photo the same size on screen. Only when full quality is not enough does the meter suggest a larger width.
How far can quality alone take a file?
It depends on how small and how plain the photo is. We measured it on three small files through this page's editor:

Re-saving at the usual quality of 82 already made both photos larger, because each had been saved at a lower quality before. Only past that does the tool need to raise the quality.
The signature never reached 20 KB. 600 x 263 pixels of mostly white paper came to 18.2 KB even at full quality, so the meter says so and suggests a larger width, the only honest way up.
Why not just pad the file?
Some tools add empty bytes to the end of the file. The number goes up, but the picture inside is exactly as small and soft as it was.
A higher quality or a larger size is a real change to the picture, which is what a minimum is there to get.
What happens to your photo?

Common questions
Why does a form set a minimum file size?
A file that small has usually lost detail, from heavy compression or a tiny scan. The minimum is a rough check that the photo or signature is clear enough to read.
Will increasing the KB make my photo sharper?
No. Nothing can add detail the photo never had. A higher quality keeps more of the detail that is there, and a larger size stores it in more pixels, but a blurry photo stays blurry.
My file is still too small at full quality. What now?
Give it more pixels. Type a larger width in the size fields, keeping the shape, and the meter updates. If your form names a pixel size, stay within it.
Is there a maximum as well?
Most forms with a minimum also have a maximum. This page only lifts a file up to the minimum. For a form with both, its own page on this site keeps the file inside the range.
