Does converting a JPG to PDF lose quality?
Not here, for an ordinary JPEG. A PDF can hold a JPEG exactly as it is, so the tool copies your file's bytes into the PDF without decoding or saving it again.
Two kinds of JPEG are saved again, at quality 92: one your camera stored sideways with a rotation flag, because PDF viewers ignore that flag, and a CMYK JPEG from print software.
What happens to each kind of image?

After you create the PDF, the tool says how many images went in each way, so you can see whether anything was saved again.
Which page size should you pick?
A4 or Letter to print or to send as a document. The image is scaled to fit the page, centred, with a small (0.5 inch) or large (1 inch) margin or none.
Orientation on Auto turns the page sideways for a landscape image, so every picture fills as much of its page as it can.
Fit to image makes each page exactly the shape of its picture, with no margin and no white space. It suits a PDF that will be read on screen.
What happens to your photo?
Your selected photo is processed in your browser, without an image upload to a server. The page may download code and codecs needed for editing.
Save your result before closing the tab; unsaved edits are kept in memory rather than in an online account.
Common questions
Can I put several images in one PDF?
Yes. Add as many as you like, then use the arrows to put them in order. Each image becomes one page, and the PDF is downloaded as a single file.
Are my images uploaded?
No. The images are read, and the PDF is written, by your own browser. Smallpdf, for one, uploads your files to its servers and says it deletes them an hour later.
Why was my phone photo saved again?
Phones often store a portrait photo sideways, with a flag saying which way is up. PDF viewers ignore the flag, so the tool turns the picture upright and saves it again rather than put it in sideways.
How big will the PDF be?
About the size of your images. A JPEG kept as it is adds only a few hundred bytes of PDF structure per page. PNG images are stored losslessly, so a PNG photo makes a large PDF.
