Why do forms ask for this size?
A photo straight from a phone camera can run to several megabytes, which is why a 2 MB upload ceiling turns it away.
You rarely need to give up pixels to fit. At full size and quality 82, our five photos came to 341 KB to 1.71 MB, the largest a city scene 3904 pixels wide.
What is the difference between resizing and compression?
The main difference between resizing and compression is the measurement you change. Resizing changes width and height in pixels. Compression reduces file size in bytes.
A photo can have the correct dimensions and still exceed an upload limit, so check both requirements.
If you need both, set the dimensions first and then adjust quality or the file size target. Work from the original and download once to avoid repeatedly recompressing a saved JPEG.
PNG has no quality setting, so a PNG over the target is reduced to fewer colours instead, keeping as many as fit. The meter shows the count. Screenshots and graphics usually survive this with no visible change. A photograph needs many colours, so bands of flat colour can appear at a small target, and JPEG is then the better format.

Common questions
Will my photo keep its full resolution?
If its long side is 3238 pixels or less, yes. File size mode works at that size or your photo's own, whichever is smaller, and then searches the quality from 96 down.
Four of our five test photos were within it and kept every pixel. The 3904 pixel city scene came out at 3238 by 2158.
How do I get under 2 MB and keep full resolution?
Choose Pixels. The width and height start at your photo's own size, and the quality stays where the file size search left it. Our city scene arrived at 93, at 2.53 MB.
Lower the quality until the Download button reads under 2 MB. The city scene read 2.01 MB at 87 and 1.97 MB at 86.
Is 2 MB 2,000,000 or 2,097,152 bytes?
This tool counts 2 MB as 2,097,152 bytes, and a form may count 2,000,000. Our largest file in file size mode was 1,951,276 bytes, under both, but a busier photo can land between the two.
The city scene at full size and quality 86 was 2,066,148 bytes: under our 2 MB, over a decimal one. Check the byte count if the form is strict.
