Why this size?
1200 by 630 became the conventional size for a link preview image, which is why site templates, publishing systems and social plugins ask for it by name.
It is a shallow shape, so a normal photograph gives up most of its height on the way into it.
What gets cropped, and why nothing is stretched
A photograph is almost never the shape you are asking for.
The image is scaled until it fills the box and the overflow is then taken off the long edges, evenly from both sides.
The alternative is stretching, which leaves faces and straight lines visibly wrong, so this tool never does it.
If the crop takes something you wanted to keep, change the width or the height in the panel and the box changes with it.
Turning the lock back on makes both fields follow your photo's own proportions again, which gives you the whole frame at a smaller size instead.
What if the photo is smaller than the box?
It is scaled up to fill it, because a page that promises an exact size has to deliver one.
Enlarging cannot add detail that was never captured, so the result is softer than the original.
Starting from the largest copy you have is always worth the extra second it takes to find it.
What happens to your photo?

Common questions
Why is 1200 by 630 such an awkward shape?
It works out at close to 1.91 to 1, far wider than the 3 to 2 or 4 to 3 a camera produces.
That is deliberate on the part of the people who designed link cards: a short, wide strip sits above a headline without pushing the headline off the screen.
Where should the important part of the photo be?
In the middle. This page crops evenly from the top and the bottom, so anything close to the upper or lower edge is the first thing to go.
Text near an edge is especially likely to end up sliced in half.
