Why make this conversion?
An iPhone saves photos as HEIC by default, and Windows, most websites and a lot of older software still cannot open one.
Converting to JPG is usually the fastest way to make a photo somebody else can actually see, without changing anything about the picture itself.
A conversion never improves a picture
Changing the format changes how the pixels are stored, not what they show. Detail an earlier save discarded is gone, and no later format can work out what used to be there.
If the original file still exists, convert from that instead.
Where it does matter is the order of the work. Resize and crop first, convert last.
Every save to a lossy format costs a little quality, so the fewer round trips a file makes, the better it looks when you are finished.

Common questions
Why will nothing on my computer open a HEIC file?
HEIC is newer than most software that reads photos, and it uses a video codec that needs a licence, so many programs never added support.
Apple devices open them because the operating system does the decoding. On Windows and on the web it usually falls to a converter like this one.
Does converting to JPG lose quality?
A little, because both formats discard detail and the photo is being compressed a second time. At the default quality the difference is very hard to see on a photograph.
Keep the HEIC as well if the original matters, since the JPG cannot be turned back into one.
Can I stop my iPhone making HEIC files?
Yes. In Settings, under Camera, then Formats, choose Most Compatible instead of High Efficiency. The phone then saves JPEG straight away, at the cost of larger files.
