Why make this conversion?
PNG is what a lot of software asks for when it wants a lossless file: a design tool, a print shop, or a form that will not take JPEG.
Converting satisfies that requirement, but it cannot undo compression that has already happened, so use the original if one exists.
A conversion never improves a picture
Changing the format changes how the pixels are stored, not what they show. Detail an earlier save discarded is gone, and no later format can work out what used to be there.
If the original file still exists, convert from that instead.
Where it does matter is the order of the work. Resize and crop first, convert last.
Every save to a lossy format costs a little quality, so the fewer round trips a file makes, the better it looks when you are finished.

Common questions
Does converting to PNG make my JPG sharper?
No. PNG stores exactly the pixels it is handed, and those pixels have already been through JPEG compression. The result is a larger file holding the same detail, blocks and all.
Nothing about the picture improves; only the container changes.
Why is the PNG so much bigger than the JPG?
Because PNG never throws anything away. JPEG reaches a small file by discarding detail your eye is unlikely to miss, while PNG describes every pixel exactly.
On a photograph that difference is often several times the size.
