Why this size?
400 by 400 is the largest copy of the picture anyone sees. X makes four smaller ones from it, down to 24 by 24 beside a reply.
At those sizes a close crop on one face still reads. A group photo or a wide scene turns into a blur.

These numbers move, so check the date
A passport size has been the same for decades.
A platform's recommended image size can change in a product update nobody announces, which is why every size here shows the date somebody read it at the platform's own help page rather than presenting it as timeless.
If that date looks old and the size matters to you, the link beside it goes straight to the page it came from.
That is one click to confirm, against the alternative of trusting a number copied between blog posts since 2019.
Why your photo gets cropped
Platform sizes are shapes as much as sizes, and a photograph is rarely already that shape.
The box is filled and the overflow comes off the long edges evenly, because the alternative is stretching the picture and a stretched face is the one result nobody wants.
If the centre is not the part you want to keep, open the crop tool, drag the frame to the right region, and come back. The crop stays applied while you set the size.

Common questions
What size should an X profile picture be?
X's help page recommends 400 by 400 pixels, and accepts JPEG, GIF and PNG. This tool makes a 400 by 400 JPG.
A larger square works too, but nobody sees more than 400 by 400 of it.
Is there a file size limit?
Yes. X's help page gives a maximum of 2MB for profile photos. A 400 by 400 JPG is far smaller than that, usually under 100 KB, so the limit only matters for a large original.
What size is an X profile picture shown at?
At the top of a profile on x.com it is 128 by 128 on a computer and 82 by 82 at phone width, drawn from the 400 by 400 copy. Measured on eight profiles.
X also serves copies at 200, 73, 48 and 24 pixels for lists, posts and replies.
Why is the profile picture square on some accounts?
X gives a business with a Premium Business subscription a gold checkmark and a square profile picture. Everyone else's is round.
On the date above, the White House and NASA, which carry the grey government checkmark, were square too.
Will changing my profile picture remove my blue checkmark?
For a while. X's help says a change to your profile photo, display name or username removes the blue checkmark until X has reviewed the account again, and allows no further changes in the meantime.
