Why this size?
A cover photo is the one image on a Page that gets cropped differently on every screen.
Facebook left aligns it at 16:9 on a computer and 2.4:1 on a phone, so the top and bottom of a tall photo are simply gone on desktop and the sides go on mobile, whatever you upload.
These numbers move, so check the date
A passport size has been the same for decades.

Why your photo gets cropped
Platform sizes are shapes as much as sizes, and a photograph is rarely already that shape.
The box is filled and the overflow comes off the long edges evenly, because the alternative is stretching the picture and a stretched face is the one result nobody wants.

Facebook publishes a 16:9 aspect ratio on a computer and 2.4:1 on a mobile device, and the profile picture overlaps the cover by roughly 40 pixels on mobile.
Keep anything that matters away from the edges and the lower left.
Should I use a JPG or a PNG?

So a photograph is a JPG and a graphic with lettering in it is a PNG.
