Why this size?
The Polícia Federal issues the passport. Its document list asks for a photo only from an applicant under 5, and it refuses one with the eyes closed unless the baby is a newborn, or with anything covering the face.
Abroad you apply at a Brazilian consulate and bring a print, often pasted on the RER form the e-consular system makes. Zurich says it cannot take photos at the consulate.
Each consulate sets that print's size. Montreal and Tokyo ask for 5 x 7 cm. New York, San Francisco and Vancouver ask for 2 x 2 inches, New York saying the US passport rules apply exactly. Buenos Aires asks for 3 x 4 cm.

Where the pixel figure comes from
Passport offices publish millimetres, not pixels, because the photograph is printed. Turning millimetres into pixels needs a resolution, and most authorities do not name one.
This one does not, so the pixel figure above is 300 DPI, the resolution print shops work to. The millimetre measurement is the requirement; the pixel figure is our arithmetic on top of it.
The file you download records that resolution in its header, so a print dialog set to actual size uses it instead of guessing at 72 or 96 DPI and printing the photo several times too large.
That matters if you are uploading rather than printing.
An online form usually states its own pixel size or file size limit, and where an authority publishes one this page uses that instead of converting anything.

Requirements change, and the only version that counts is the one on the authority's own page on the day you apply.

Common questions
Do I need to bring a photo to the Polícia Federal?
Not if you are 5 or older. The PF captures your photo and fingerprints at the appointment.
For a child under 5, bring one recent 5 x 7 cm photo on a white background. The child still has to attend.
What size photo does my Brazilian consulate want?
It depends on the post, so read its own passport page. Montreal, Tokyo and San José ask for 5 x 7 cm. New York, San Francisco and Vancouver ask for 2 x 2 inches, the US passport size.
Buenos Aires asks for 3 x 4 cm. Warsaw takes 3 x 4 or 5 x 7, and Zurich 3 x 4, 5 x 7 or a little larger for a minor.
Is a 5x7 Brazilian passport photo 5 x 7 inches?
No. It is 5 x 7 centimetres, 50 by 70 mm. A 5 x 7 inch print is 127 by 178 mm, more than six times the area.
It is not 35 x 45 mm either, which some guides give for Brazil. That is the size most of Europe uses.
How big should my head be in the photo?
There is no single Brazilian rule. Tokyo asks for 4 to 4.5 cm from chin to forehead, with at least 1 cm of space above the top of the head.
San José, in Costa Rica, asks for 31 to 36 mm from chin to forehead. Follow the post you apply at.
Can I wear glasses in a Brazilian passport photo?
Tokyo says to take them off. San José allows them if the lenses reflect no light, but never dark glasses or thick or flashy frames.
If your consulate does not say, taking them off is the safe choice.
Do I upload the photo in e-consular?
Sometimes, but you still bring the print. Buenos Aires makes the upload obligatory and asks for a printed photo at the appointment. Warsaw lets you paste or upload it on the form, and accepts no scanned photo as the print.
