Why this size?
The Dutch Foreign Ministry's Schengen checklist states four things about the photo: colour, no more than six months old, 3.5 by 4.5 cm, and a white or light-coloured background.
It adds that you need not submit a photo if you apply through the external service provider. A digital photo is taken at your appointment, so this page is for a print you bring yourself.
The checklist says the photo must meet Dutch requirements and names no resolution. The Dutch passport page asks for 400 dpi, light grey, light blue or white, and a 26 to 30 mm face.

Where the pixel figure comes from
Passport offices publish millimetres, not pixels, because the photograph is printed. Turning millimetres into pixels needs a resolution, and most authorities do not name one.
This one does not, so the pixel figure above is 300 DPI, the resolution print shops work to. The millimetre measurement is the requirement; the pixel figure is our arithmetic on top of it.
The file you download records that resolution in its header, so a print dialog set to actual size uses it instead of guessing at 72 or 96 DPI and printing the photo several times too large.
That matters if you are uploading rather than printing.
An online form usually states its own pixel size or file size limit, and where an authority publishes one this page uses that instead of converting anything.
Check before you submit
Requirements change, and the only version that counts is the one on the authority's own page on the day you apply.

What background does a Dutch visa photo need?
White or light-coloured. That is wider than the Dutch passport rule, which lists light grey, light blue or white and asks for an even, single colour.
Plain white under even light meets both wordings.
Do I need to bring a photo for a Dutch visa?
Not if you apply through the external service provider. The Foreign Ministry says a digital photo is taken at your appointment.

Is it the same as a Dutch passport photo?
The size is the same, 35 by 45 mm. The passport rules add 400 dpi on high quality photo paper, a 26 to 30 mm face and a light grey, light blue or white background.
The visa checklist states none of those and says only that the photo must meet Dutch requirements.

What size is a Dutch visa photo in pixels?
None is published for the visa. This tool makes 413 by 531 pixels, which is 35 by 45 mm at 300 DPI, and writes 300 DPI into the file so it prints at size.
