Why this size?
The Immigration Department takes a passport photo itself. At the counter, staff photograph you with a Facial Live Capture device, so nobody applying in person brings one.
Two photos are still supplied. MyOnline Passport, the online renewal for applicants aged 13 and over, takes an uploaded JPG. A child under 4 brings one 35 by 50 mm print on white instead.
This tool makes one file for both: 35 by 50 mm at 600 DPI, a JPG kept between 100 and 300 KB. It prints at the right size too.
Where the pixel figure comes from
Passport offices publish millimetres, not pixels, because the photograph is printed. Turning millimetres into pixels needs a resolution, and most authorities do not name one.
This one does not, so the resolution above is ours: 600 DPI, not the usual 300. At 300 DPI a photo reaches the smallest file size the form accepts only near full quality.
The millimetres are the requirement; the pixels are our arithmetic.
The file you download records that resolution in its header, so a print dialog set to actual size uses it instead of guessing at 72 or 96 DPI and printing the photo several times too large.
That matters if you are uploading rather than printing.
An online form usually states its own pixel size or file size limit, and where an authority publishes one this page uses that instead of converting anything.

Requirements change, and the only version that counts is the one on the authority's own page on the day you apply.

Common questions
Do I need to bring a photo to the immigration office?
Not if you are 4 or over. The Immigration Department takes your photo at the passport counter with a Facial Live Capture device. The High Commission in Singapore says the same.
Only a child under 4 brings a printed photo.
What size is the MyOnline Passport photo upload?
The guideline states a file size, not a pixel size: a JPG between 100 KB and 300 KB, on a white background. It must be a softcopy from a professional photo shop, taken within a month.
If the photo is refused, the status reads FOTO TIDAK MEMUASKAN. Upload another through Photo Re-upload, or have it retaken at an Immigration office.
Why 827 by 1181 pixels and not 413 by 591?
413 by 591 is 35 by 50 mm at 300 DPI, the figure most photo sites quote. We tried it: a portrait reached 100 KB only at quality 98, and a softer photo needed 100, the top of the scale.
At 600 DPI the portrait passes at the default quality of 82 and the softer photo at 93. The file still prints at 35 by 50 mm.
Can I wear glasses or a tudung in the photo?
No glasses. The Immigration Department allows neither spectacles nor contact lenses, and the MyOnline rules add no accessories on the face, ears or head.
A tudung or hijab is fine if it is dark, plain and leaves your face and forehead uncovered. Wear dark clothing that covers your shoulders and chest.
What photo does a baby need for a Malaysian passport?
A child under 4 needs a printed photo, 35 by 50 mm, with a shadowless white background. The face should measure 25 to 30 mm. The Immigration Department asks for one print.
The High Commission in Singapore asks for two and recommends a professional photographer, so check with your mission if you apply abroad.
