Why this size?
715 by 951 is a minimum, not a size. Several guides say the photo must be exactly that, but the Passport Service only asks for no less, so a larger photo straight from a camera is fine.
It also asks for a file with no compression artefacts. At this size that costs almost nothing, so push the quality slider up before you download.
Where the pixel figure comes from
Passport offices publish millimetres, not pixels, because the photograph is printed. Turning millimetres into pixels needs a resolution, and most authorities do not name one.
This one publishes pixels directly, because the photo is uploaded rather than printed, so no resolution was needed and the pixel figure above is the authority's own.
That matters if you are uploading rather than printing.
An online form usually states its own pixel size or file size limit, and where an authority publishes one this page uses that instead of converting anything.

What size is an Irish passport photo?

For the paper form you send four identical prints, from 35 by 45 mm up to 38 by 50 mm, showing you from head to mid torso.
Can I take my Irish passport photo at home?
Yes, for an online application. The Passport Service says a phone, tablet or camera is fine, as long as someone else takes it. Selfies are refused, and so is the zoom.

What quality should I save it at?
The rules ask for no compression, loss or compression artefacts. A JPEG is always compressed, so the practical reading is: save it at a high quality.
At 715 by 951, quality 95 gave our three test photos files between 104KB and 313KB on the meter, far under the 9MB ceiling.
Why is my passport photo black and white?
Irish passports print the photo in black and white. You still submit a colour photo online, and it is converted during the application.
For printed photos, the Passport Service recommends black and white but accepts colour.
