Why this size?
Japan's Ministry of Foreign Affairs (MOFA) issues the visa application form, and its photo box reads 45 mm by 35 mm, or 2 by 1.4 inches. The short-stay checklist asks for one photo.
Each embassy and consulate adds its own list, and a few change the photo. The Embassy in India and the Mumbai consulate ask for a 45 by 45 mm square on white, with no border.
The Embassy in Manila keeps MOFA's 4.5 by 3.5 cm. The Consulate-General in Denver takes 35 by 45 mm or a US 2 by 2 inch passport photo, with the head 32 to 36 mm.
The JAPAN eVISA is for a single tourist visit of up to 90 days. You fit the photo into a red frame on screen, and the FAQ gives formats and a recommended size, not pixels.
Where the pixel figure comes from
Passport offices publish millimetres, not pixels, because the photograph is printed. Turning millimetres into pixels needs a resolution, and most authorities do not name one.
This one does not, so the pixel figure above is 300 DPI, the resolution print shops work to. The millimetre measurement is the requirement; the pixel figure is our arithmetic on top of it.
The file you download records that resolution in its header, so a print dialog set to actual size uses it instead of guessing at 72 or 96 DPI and printing the photo several times too large.
That matters if you are uploading rather than printing.
An online form usually states its own pixel size or file size limit, and where an authority publishes one this page uses that instead of converting anything.

Common questions
Is a Japan visa photo 45 x 45 mm or 35 x 45 mm?
MOFA's own form says 45 by 35 mm, height first, which is 35 mm wide. That is the size to use unless your embassy says otherwise.
The 45 by 45 mm square comes from the Embassy of Japan in India and the Mumbai consulate. Use it if you apply there, and switch to Applying in India above.
What photo does the JAPAN eVISA need?
A photo taken in the last six months, on a plain background with no texture, with the whole face centred. The FAQ lists JPG, PNG, GIF, BMP and HEIC, and recommends a file up to 2 MB.
No pixel size is published. You place the photo inside a red frame on screen, so a JPG from Visa form on this page meets its rules.
Who can apply for the JAPAN eVISA?
Residents of Australia, Brazil, Cambodia, Canada, Saudi Arabia, South Africa, Taiwan, the UK and the US apply on the eVISA site themselves.
In India, China, Singapore, the UAE and some other places the application goes through an accredited agency. It covers only a single tourist visit of up to 90 days.
What background does a Japan visa photo need?
MOFA's form names no colour. The eVISA asks for a plain background with no texture.
The Embassy in India and the Mumbai consulate require white and reject dark or patterned backgrounds. A plain white background meets every rule we read.
Can I use a US 2 x 2 inch passport photo?
At the Consulate-General in Denver, yes: its checklist accepts 35 by 45 mm or the US passport size. Elsewhere, check your consulate's list first.
The form's own inch figure is 2 by 1.4 inches, which is narrower than a US passport photo.
What size is a Japan visa photo in pixels?
No pixel size is published for the visa. Visa form makes 413 by 531 pixels, the 35 by 45 mm print at this tool's 300 DPI, and writes 300 DPI into the file.
Applying in India makes the 45 by 45 mm square as 531 by 531 pixels, also at 300 DPI.
I am a Japanese national. Is this my passport photo?
No. A visa is for foreign nationals. The Japanese passport has its own rules: a 35 by 45 mm print with a 34 mm head, or a 600 by 730 pixel file online.
